Smart Start supports Child Advocacy Coordination services for children 0-5 and their families. Available services include group and individual in home parenting sessions, and education, technical assistance, and workshops focusing on child abuse/neglect awareness and prevention for childcare providers and the community. Age-appropriate sessions may also be periodically conducted for children 0-5 years in child care settings. Possible topics include Stranger Danger, My Body is Mine, and Protecting My Body. Additionally, the Child Advocacy Coordinator will coordinate and facilitate Multi-Disciplinary Team Meetings on referral cases. Referrals will include children that are victims of sexual abuse and serious physical abuse in which the Department of Social Services has received a Child Protective Services Report. All services provided will be free to families

Child Care Health Consultation

Registered nurses, trained as Child Care Health Consultants, work with licensed child care facilities to improve health, safety and nutrition practices. On-site health and safety trainings, technical assistance, and telephone/electronic consultations are available. Topics include communicable diseases, policy development, health record reviews, sanitation issues, and clarification of environment rating scale concerns related to Health and Safety. Training topics may include SIDS, Emergency Preparedness, Medication Administration, Health and Safety Practices, and Personal Care Routines. Educational sessions for children 0-5 years include Poison Prevention, Sun Safety, Dental Health, Nutrition and Hand Washing.

Comprehensive Speech, Hearing and Language Program

Provides screening of children birth - 5 years of age in child care settings and health clinics for potential speech-language, hearing, and middle ear problems. Provides trainings to childcare and healthcare providers to identify areas of concern as well as encourage regular well child visits. Program is overseen by a licensed speech-language pathologist and audiologist. Screenings are performed primarily at licensed child care facilities in the county, Monday through Friday from 8:00am to 5:00pm. Recommendations for further evaluations will be made, if needed.

Environmental Quality Star Tracks

Child care centers and family child care homes, made aware of the components of quality child care, improve their center using the Environmental Rating Scales. Using a signed agreement, participants agree to increase their “star status” up to 5 stars. Assessments of facilities allow for grants. Child Care Center Directors are eligible to participate in the Early Childhood Leadership Institute a seven month business/leadership program facilitated by the Regional Center of UNC-Pembroke.Technical assistance is always available.

Homespun Nurturing Peer Counseling Program

This program offers breastfeeding support and education to pregnant women and their families which otherwise would not be available. Emphasis is placed on breastfeeding education and promotions as well as referring women and children to primary health care provider. It encourages WIC participation, medical insurance, and immunizations for young children. Services operate countywide seven days a week from 8:00am-5:00pm with limited evening hours.

Learning Together

This evening program increases school readiness for children ages 3-5 years old including their caregivers. Teachers develop and initiate 11 weekly training sessions that address how parents can teach their children language development, math and social skills. This program is designed for children with little or no formal preschool experience. Locations are available at 14 elementary schools in Robeson County.

Newborn Postpartum Home Visitation

A one-time home visit is offered within six weeks after the infant’s hospital discharge as a follow-up service to new mothers and infants. This visit helps bridge the gap between the quick discharge from the hospital and visits with the physician to make sure all is well with mom and baby. This visit addresses the physical, emotional, developmental, and socio-economic status of the family. Information on Newborn and Postpartum care as well as community resources is shared with the mom. The establishment of a medical home and follow-up appointments for mom and baby is confirmed and encouraged. Referrals to other agencies/physician’s offices are done as needed. This visit can help reduce infant mortality and improve the health of new mothers and their infants.

Nurse Family Partnership

Highly educated nurses visit eligible women in their homes during their first pregnancy and throughout the first two years of their children's lives. The program is a statewide initiative following a national model that seeks to imporve pregnancy outcomes and child health through primary prevention. Additionally, the program seeks to improve the economic self-sufficiency of the family through personal development goals.

The Program Manager holds quarterly Service Coordination meetings. The Manager works to develop plans that enhance services to clients, connect with appropriate Smart Start and community resources, enhance community collaboration and promote their services within the community. The Manager will develop, update, and will be in charge of distribution of a Resource Guide to all key stakeholders and the community at large.

A resource lending library serving parents, childcare providers, early care and education students, and child and family serving community agencies working with children ages 0-5 in Robeson County. Trainings, workshops, outreach and technical assistance services available during normal business hours, evenings, and weekends as needed. Parents, childcare providers, early care and education students, and community agencies have access to training/workshops relating to age appropriate and developmentally appropriate selection of materials, technical assistance and orientation to utilize resources and Ellison die cuts. Childcare providers and early care and education students will also have access to lesson plan development trainings/workshops. Delivery of resources to licensed childcare facilities may be provided.
