The Robeson County Partnership for Children, Inc. (RCPC) has been awarded one of ten POD grants funded by Blue Cross Blue Shield of North Carolina in our state.

Who are we?Through Smart Start funds, we help to provide services for children birth to 5 and their families in our community. The goal is to ensure that young children enter school healthy and ready to succeed!

What have we accomplished?

 

Just a few of our accomplishments for children and families in 2007-2008 were:

  • Impacted approximately 10,000 children birth to 5 and approximately 8,000 families
  • Screened almost 650 children for developmental delays and almost 100 of these children received further evaluations and/or treatment as a result
  • Improved identification of developmental delays and helped get children the treatment they needed (The local identification rate for birth to 2 years is 4.9% and 3 to 5 years is 11%. The state rate for birth to 2 years is 4.3% and 3 to 5 years is 4%. These numbers have improved in our county from the 2001-2002 numbers of birth to 2 years at 2% and 3 to 5 years at 7%.)
  • Over 200 children with special needs were impacted by various funded programs.
  • Almost 1,100 parents participated in 1,700 home visits designed to increase parenting skills, parent-child interactions and school readiness opportunities in the home as well as to provide medical and breastfeeding support. 
  • There were 1,710 births in Robeson County. Over 1,345 of these families received pre-natal support, 603 mothers at least initiated breastfeeding, 317 breastfed for at least 6 weeks, and 123 continued for at least 6 months.
  • Out of the programs designed to increase time parents spend reading and doing other educational, interactive activities with their children, 100% (237/237) of participating parents showed a positive impact.
  • Smart Start funds many programs that work to help children improve in various areas of school readiness and to make developmental gains. 99% (344/347) of the participating children showed substantial progress.
  • 222 children participated in a school readiness program and 99.5% showed gains
  • Assisted 2 pediatric practices in the community to incorporate speech & hearing screenings into their well child checkups for all children birth to 5 
  • Helped 200 parents find quality child care for their children
  • 24 workshops for parents were held in the community and 159 parents participated
  • 526 parents received referrals to community resources and services

Just a few of our accomplishments for child care facilities and child care providers in 2007-2008 were:

  • Provided services to over 90% of child care facilities in the community
  • 7 child care facilities that participated in Smart Start funded programs increased their star ratings
  • 96% (72/75) of facilities participating in the Educational Award program had turnover rates at or below the statewide average of 23%
  • 26 classrooms had Quality Improvement Plans developed to assist in increasing the quality of care 
  • 284 child care providers received a professional development stipend
  • 98 child care providers received a professional development supplement
  • 140 child care providers received a Stability in Child Care Award for being at the same facility for at least 2 years.
  • 215 child care providers participating in Smart Start funded programs increased their education by at least 3 semester credit hours. 
  • 129 child care providers worked toward an AAS degree, which was a 48% increase from 2006-2007
  • 38 child care providers are working toward a Bachelor's degree in Early Childhood Education.
  • 236 child care providers had a Professional Development Plan written
  • Smart Start funded programs provided 83 workshops for community child care providers
  • Supported 1,000 More at Four slots in 35 different sites across the county
